Where carrier traffic trades. The telecom exchange where carriers buy and sell wholesale voice and SMS.

PacketExchange is the live marketplace for wholesale voice and SMS, with a hosted switch run by AI Control, a developer API, a dialer and phone numbers on the same account. Carriers trade directly, widen their margins and see every call on its own record.

A Minutes Network product. Brought to you by Minutes Network and World Mobile. Screens show demo data.

Five reasons carriers trade here.

Built for carriers and operators: the people who sell routes, buy routes and run their own switching.
  • Widen the margin

Routing and rate technology that protects margin on every call and message.

  • Cut the workload

Custom LLM integrations absorb the routine from day one, so the same team covers more.

  • See one live view

Traffic, margin and settlement together, not end-of-month reports.

  • Drop the hardware

Run switching on our platform and lose the boxes, licences and upkeep.

  • Reach more buyers

List voice and SMS routes on a global marketplace and get matched with buyers.

One marketplace, every route measured.

The live board: destination, caller ID type, tier, price and the quality measured on real buyer calls.

Buy from the carriers who run the routes.

Buy voice termination from carriers who list their own routes, compare price and stated quality before you send a call, and pay as you go.

  • Every route states its tier (direct, premium or standard) and its caller ID type (Full, Local, Mixed or No CLI)
  • Quality is measured on real buyer calls (ASR, ACD and NER), with a 1 to 100 Exchange Score that stays unrated until a route has carried real traffic
  • Connected at checkout: SIP credentials or IP authorisation, issued with the purchase
  • Private offers and counter-offers between buyer and seller
PacketExchange route page for UK Mobile Premium: price from $0.0069 a minute, measured ASR 47%, ACD 3m34s, NER 97%, 300 channels, exchange score 94, Full CLI, the A-Z rates and an anonymous verified seller

List your routes in approximately two minutes.

Drop in the rate sheet you already have: PacketExchange reads destinations and rates for you, and you sign in at the end, not the beginning.

  • Listing is free: no seller fee, and you keep your full rate on every call
  • Buyers see your route, your rate and its measured quality, never who listed it
  • Seller payouts by wire or crypto, from $50
List a route: upload your rate sheet and have the listing filled in for you, or set it up yourself step by step

Everything else, on the same account.

One account and one prepaid balance for every product, from the first SMS to a full carrier switch.
  • SMS

Send A2P SMS worldwide on routes bought direct from carriers, at wholesale rates, from one API. Every SMS route you buy comes with its own SMPP bind.

  • OTP and verification

Send one-time codes by SMS or by a call that reads them aloud. No verification fee.

  • Voice

Outbound termination, inbound numbers and IVR over carrier routes, with the CLI type of every route stated before you buy.

  • Smart Routing

The cheapest working route, call by call, with failover inside Switch route groups.

  • Revenue Turbine

Revenue-boosting route blending: several routes become one sellable product, with one weighted rate, pooled capacity and a blended quality profile.

  • Voice CLI testing

Real calls to real handsets in the destination country, with the number you presented set beside the number that arrived.

  • Dialer

Run voice and SMS campaigns over the carrier routes you choose, with concurrency, calling windows, retries, caller ID rotation and DNC suppression under your control.

  • AI voice agents

Write the brief in plain English and the agent calls every number in the campaign, over your own routes. Billed by the second, no seat licences.

  • Phone numbers

Local, national, mobile and toll-free numbers, routed to your switch or any phone, live in approximately a minute.

  • Introductions

Meet on the floor, trade before you leave: one scan connects two carriers on the exchange, with each other's routes and rates on screen. Scan to interconnect.

  • Developer API

REST API, signed webhooks, idempotency keys, scoped and test keys, TypeScript and Python SDKs, OpenAPI and quickstarts in 8 languages.

  • MCP and x402

Connect any MCP client to one hosted endpoint scoped to your API key, and top up your balance with one signed USDC payment on Base.

Simple, published pricing.

No licence to trade, no minimum commitment and no seller fee. The platform fee is a small share of the rate, capped per minute.
